Hand Holding Policy (Bana Kaih Scheme)

Bana Kaih (Handholding) Scheme is a flagship program of the government aimed at handholding and uplifting the livelihoods of the people of Mizoram that are engaged in all sectors of development. It is designed to benefit and empower the citizens by providing them the required financial, technical, infrastructural and institutional support through a whole of government approach. 

            The main component of The Mizoram Bana Kaih (Handholding) Policy is to identify progress partners and provide handholding support to them. This is done by enabling them to avail collateral- free loans under Central Schemes converges with this scheme. Supports that can be availed under handholding scheme shall be predicated on project-based evaluation for selection of progress partners. The scheme provides for credit linkage with credit guarantee and full interest subvention, i.e repayment of 100% of the interest to Progress Partners in convergence with central schemes and in collaboration with banks/financial institutes. In addition, adequate technical support is provided through implementing departments. 

            District Development Board, Saitual was constituted on 27.09.2024 to facilitate localized decision-making and better alignment of development efforts with district specific priorities. The committee is composed of:

            Under the Pilot Phase of the Handholding Support to Progress Partners, 36 partners were selected from Saitual District by the Apex Body of Mizoram State Policy Coordination Committee. The progress partners were selected under 7-line departments viz. Agriculture, Animal Husbandry & Veterinary, Horticulture, Land Resources, Soil & Warer Conservation, Sericulture, Science & Technology and Tourism Department. The selected progress partners under Saitual District have undergone Orientation training for capacity building at the Deputy Commissioner’s Conference Hall on 18th March 2025. Technical training by Line Departments have also been completed.
