ARTICLE 275

Article 275 deals with grants from the Union to certain States, particularly for promoting the welfare of Scheduled Tribes (STs) and ensuring proper administration of Scheduled Areas.

Key Features:
  1. Purpose:
    • To support tribal welfare schemes and strengthen the administration in tribal regions of the states.
  2. Beneficiary States:
    • Mostly applicable to states with Scheduled Areas and significant ST populations (e.g., Jharkhand, Chhattisgarh, Odisha, Mizoram, Meghalaya, etc.)
  3. Type of Grant:
    • Statutory grant — obligatory under the Constitution.
    • Paid from the Consolidated Fund of India.
  4. Recommendations:
    • Grants under Article 275(1) are released based on recommendations of the Finance Commission and Ministry of Tribal Affairs.

    • The Union Government can attach conditions to the grants to ensure proper utilization.
