The Aspirational Blocks Programme (ABP) is a Government of India initiative launched in January 2023 by the NITI Aayog and implemented by the Ministry of Rural Development, aimed at transforming the most underdeveloped blocks in India through targeted interventions and better governance.
It is an extension of the Aspirational Districts Programme (ADP) and focuses on block-level development for more localized, inclusive, and measurable impact.
Objectives:
- Improve basic infrastructure, health, education, agriculture, and governance at the block level.
- Reduce intra-district disparities by addressing developmental gaps in backward blocks.
- Promote competitive and cooperative federalism by ranking blocks and encouraging performance.
Key Features:
- Coverage:
- 500 most backward blocks across 27 states have been identified.
- Selected based on composite indicators of deprivation in key sectors.

- Basic Infrastructure (water, electricity, roads, internet, etc.)

- Implementation Approach:
- Data-driven and outcome-based monitoring using real-time dashboards.
- Use of local governance institutions and district/block-level functionaries.
- Engagement of Block Development Officers (BDOs), local NGOs, and SHGs.
- Performance Monitoring:
- Blocks are ranked based on key performance indicators (KPIs).
- Encourages a spirit of “Challenge and Support” among blocks.
- Capacity Building & Convergence:
- Promotes convergence of existing schemes (e.g., Jal Jeevan Mission, PMGSY, NRLM).
- Trains local officials and provides technical support through NITI Aayog and development partners.
Role of Deputy Commissioner’s Office:
- Acts as a nodal coordination office at the district level.
- Oversees planning, convergence, and monitoring of interventions in aspirational blocks.
- Supports data collection, real-time tracking, and ensures community participation.
- Coordinates with line departments, NGOs, and block-level officers.
